Bush let 9-11 happen. But did he orchestrate it? No way. He couldn't orchestrate a jug band. The realistic theory now is that Bush-cheney intentionally let down our guard hoping a terrorist attack would happen in the US, then they could blame Saddam and have no need of explaining themselves in invading and taking the Iraqi oilfields. The whole scheme was sleazy madness and dishonest as hell, and it was mainly for the benefit of a few oil companies and Halliburton. Invading Iraq had nothing to do with terrorism or 9-11. That is for certain now.
