Is this your explanation as to why the Republicans have a majority in congress in the first place?
Make no mistake, the midterm elections were an historic defeat for the GOP. They could not fall on their swords quickly enough after the carnage became evident. Your analysis (almost a cliche, really) that the voting public are a bunch of idiots may not be true. And if it is not, then I think the Republicans are in very bad shape.
The fact that George Bush lost is more a reflection of the fact that he seemed to be utterly out of touch and unconcerned with the lives of most Americans than the ability of people to grasp such 'abstract' concepts as the Persian Gulf war.
You sound like Newt Gingrich did immediately after the election (and right before he resigned), crowing about the fact that the GOP still had a majority. The truth is, no two-term president's party had gained seats in the house since the early 19th century!! To think that this was unrelated to the impeachment process, and that it will not affect the GOP's chances in 2000, strikes me as delusional.
I could go on, I'm sure most are grateful that I won't. In closing, I just want to point out that if the electorate does not do as you wish they would, it reflects no more on their intelligence than it does yours. If the GOP wishes to run on a platform that says, in essence, "americans are stupid" they will get what they deserve.
