I've said for days that the manual recount should be statewide. Someone should have convinced GW of that in a timely fashion. I know he was ahead, but the absentees were still out there. It seems to me that Baker, Rove and the guys made a tactical decision to forego that option, and instead seek relief from the federal courts. As I've said earlier, Bush and his team didnt perform particularly well over the past two weeks.
