i thought the same thing. but, it is a quandary. problem either way. this is why u s does not stop (has not stopped) countries from getting nuclear weapons. this is why mayors, governors do not stop (have not stopped) looters, rioters. this is why border patrol does not stop people from crossing border.
if shoot, kill a problem. if don't people continue.
