Cheney sees himself as the Imperial Wizard, above Bush, above the congress, above the courts. He has huge industrial special interests behind him, so he thinks that's all the authority he needs.

He showed in his interview with Fox that he thinks he has the right to do just about anything he wants, even shoot someone, not report it and get away with it. He sees himself as co-presdient, but without any political restraints since he doesn't plan to run for president. In fact, he may be planning a return as Halliburton CEO. With an extra 250 million or so in his pocket no doubt.
