This "give the vaccine to brown and black people first" reminds me of the black syphilis studies in the 30's. "give it to them first and see if they die from it."
The idea of doing so is totally moronic. There is a 100% chance of side effects. There were studies decades ago, showing that often, injections of plain normal saline may cause an incidence of reactions similar to vaccines. Stick 1000 people with an empty syringe, and watch how many will have rapid heartbeats and faint.

There will be loads of reasons for tons of paranoia.
