They mischaracterized the article... washingtonpost.com which is probably to be expected. Only one Fed member was against raising rates, probably the same one that dissented against the tightening bias at the last meeting. All the other quotes in the article are from Wall Street voices that are against tightening, and they cite no sources that have indicated higher rates, such as Northern Trust and Bank of Montreal. The upcoming data may be the deciding factor according to the article. But that was already known by everyone.
