Federal court jurisdiction is limited to actual cases and controversies and they cannot give advisory opinions. Hence the mootness doctrine. Most of the exceptions to mootness are to prevent parties from rectifying the situation, which could be repeated later, in order to evade judicial review, or situations where the situation could be time-resolved before judicial action (pregnancy, in the case of abortion, for example).
