Bush was president prior to 9-11 and let it happen, Clinton was out of office by then, dummy. Clinton tried to kill Osama Bin Laden 150 times. Despite the protests of many on the far right. Bush didn't lift a single finger against terrorists until after 9-11, and even then he coddled Saudis and blew it in Afghanistan and Iraq.
