Not really. Massachusetts, like many states (I think New York may be the worst), pile on requirements for coverage, for maximum size deductibles, etc. that greatly increase the cost of insurance.

I suppose that within that framework state employees will look for affordable solutions for people as part of the states program, but the states requirements are one of the biggest reasons its expensive in the first place.
