Bottomline on Iraq is that Bush-Cheney lied and manipulated intelligence in order to fool everyone, including congress.
So the question is, do you blame the liars or those who even halfway believed any of their lies? And did anyone have any real evidence that Bush-Cheney were lying at the time? No, because that took time to put together. And by then it was too late, we'd already invaded.

Don't forget that a few days after the invasion, which was initially fairly successful, Kerry spoke out against the way Bush had handled things. That took guts to do and he was widely criticized, but it proves that Kerry never ever went along with Bush on this war, and approved invasion only as a very last resort, and only then with many more allies and much more diplomacy and preparation. Kerry never flip-flopped, he merely stated that there was a right way and a wrong way, and Bush did it the wrong way.

Those Bush-Cheney lies were confirmed by the ex-CIA intel officer who spoke out recently. He stated that the CIA's real opinion was that there might be no WMD and that the invasion would spark an insurgency. But those CIA opinions were never heard and never presented to the public or the congress.
