Section 3 was included in the 14th Amendment to bar Confederates from federal office upon readmission of Confederate states to the union. I doubt any court in the country would give it contemporary effect, like courts refused to give effect to the anti-servitude provisions in the Slaughterhouse Cases, but who knows.
