When the public is greedy they factor larger quantities of disposable income into riskier investment funds.

The SEC hopes insiders will act inappropriately so that they can prove to the public how important big government is and how critical it is to have a cop in every pot. In light of this consideration the brokerage house community is closed mouth, otherwise they will be stoned for merely having the name of the presumed guilty when the mob can't find the conspirators.
