Simple. As long as Apple lives, MSFT doesn't have a monopoly, and the Feds can't break them up. Notice it was "only" 150M. Peanuts, not enough for a cure, just enough for a band-aid. Not even a band-aid. More like a ride to the drug store. Also notice that Apple agreed to give up their lawsuits against MSFT for stealing windows technology.
