At the risk of too short a post, NTT DoCoMo does not need a Qualcomm license, its infrastructure suppliers such as Lucent and Ericsson do (and have "WCDMA" coverage already); and the phone makers do (some do already, some will need them) to supply the phones capable of using the bastard WCDMA NTT DoCoMo will "test" next May - unless the "test" figleaf is used.
