If you have a pot dedicated to compensation for protection through land use controls, then you prioritize controlling one plot of land or controlling another. If money for compensating for the controls comes from a general pot then you have to determine whether the priority is the controls (at the cost of the compensation) or some other action, which in theory would be beneficial.

To look at it another way, for the moment dropping the incentives angle - Assuming compensation, if the pot is dedicated to just compensation it has to be spent in that way, if it can be spent on other things you have more flexibility.

OTOH flexibility in how a government organization spends our tax money has its downside as well.
