The API system in California is somewhat flawed in that it assumes that a school's performance should improve over last year's to make them eligible to get those grants. What about schools who are already in the 95 percentile. Such schools cannot go up further. Or consider a school in the 100th percentile. If they maintain that year over year then why would they not keep getting the grants to sustain that level of performance, is the question I have.
