If I'm not mistaken, folks will have to start paying those penalties by then.
No one, at least not in the media, is going to care about those who have to pay the ObamaCare penalties.

The real killer of ObamaCare would be the resulting rise in premiums across the entire industry, and even then, the Democrats and the media will try and deflect blame.

I really think it will take longer than an election cycle to see how ObamaCare is going to affect health care costs in this nation. And even then, the solution will be "The Son of ObamaCare," not the repeal thereof.
