and in addition to the subsidies and tax breaks there is the requirement that other people buy your energy. Utilities required to buy electricity from people with rooftop solar panels and windmills at full price (even though energy you can't rely on isn't work much except at times when you need it badly and would be willing to buy without such a requirement), requirements (or bonuses for using it) for European utilities to use solar or wind, such that when there is plenty of electricity available they will still buy the "alternative" sourced energy even if it means they leave a fossil fuel plant burning as a backup or they dump water over the spillway from a dam where they could have the power without needing the solar or wind.

To really compare what's most expensive you need to get rid of these purchase requirements and bonuses as well as all the more direct tax advantages and subsidies.

And of course costing less per megawatt of installed capacity, isn't the same as costing less per megawatt-hour of actually produced electricity, and even measured by the later a source that can't reliably either be base (on most of the time) or peaking (off much of the time, but available very quickly and very reliably when you need it) power is worth less than a source that can be.
