Could someone please explain the definition of ITU-T standard to me?

What used to be known as the CCITT is now known as the ITU-TSS, International Telecommunication Union, Telecomunications Standards Sector. They are the group responsibe for the ITU-T standards. There are hundreds (thousands ?) of ITU standards which define interoperability requirements for telecomunications devices used through out the world. It is important to remember that products ALWAYS beat the standards to the market. The standard is evernually created by negotiation and concensus among the members of the ITU.

In the case of a K56 standard it is important to remember that the only voting member from the US is the US State department. ROK and COMS may supply technical expertice to the working groups that come up with the proposed standard, but the standard has to be aproved by the voting members. If the past is any history the eventual standard will be a compromise that none like, but all can live with. For example, it won't be any of the LU/ROK/COMS methods but some method that all can implement without hardware changes.
