If I am not mistaken, the releases say something a little different than a modification in the process.
In the first release you mention, it talks about how the different stages of the J-L process where completed at different sites.

This was not a modification, but an unfortunate "locational reality".
Simply put, they couldn't get all the equipment in one spot and had to ship part of it off. That was why it wasn't COC. This was talked about briefly at the roadshow. It was not a modification of the process.

The second release you cite, it was not a modification, but rather correcting some of mistakes that where being made. Call it a re-training, but it was still the original process.
At least that is how I understood it.
