Lots of reasons. What if the FAA was shut down? No air travel would have severe consequences. However, food inspections aren't quite in the same realm. Likewise, sending SSI checks out aren't immediately safety issues or life threatening. Printing and coining money isn't up there.

Since you aren't in security or something like that, I strongly suspect you are classified as non-essential personnel as is everyone in your department. I imagine that if they eliminated your department that would hurt the company. Might not, but that is your problem and not mine.
