There are logistical difficulties. I know because I went thru the process of becoming a naturalized american.

Assuming one enters the US on a work visa, to convert that to a Permanent Resident visa (Green card) could take anywhere between 2-8 years. Eligibility for applying to become a US citizen is "5 years after Green card is granted". Once that period is elapsed, one can apply, and then the selection criteria & paperwork kicks in. This usually takes a year or 2.

So, best case scenario adds up to 8 years. worst case (assuming no rejections in the process) adds up to 15 years. BTW, there is a test of knowledge of the english language, in addition to tests on American history & civics, before one is granted citizenship.
