Mohan, The question they are addressing on that map seems to be whether or not China is violating the NPT in assisting Pakistan with facilities that are not under IAEA safeguards. I believe that it is not unusual to have "research facilities" kept from IAEA inspection. I don't remember what the NPT actually says (or doesn't say) about this issue. David
