But you have to show photo ID to vote the first time. At least, that's what they do in VA.

After that, you don't have to show photo ID. You can also show photo ID to register and then you don't have to show photo ID to vote the first time.

I think maybe a combination of Social Security card and utility bills to your address will work. Some government ID and if it doesn't have a photo, some other indicia of reliability.
