I think Tom has it a little wrong. It's not that Rove controls what the Administration does in response to what the "base" thinks.

Yes, I think that Tom was off base in trying to divine why the phenomenon is occurring. Maybe he knows something and maybe he doesn't. He should have stuck with describing the phenomenon, pressing its significance, and calling for change.
