And that's what a lot of people are missing -- the nature of low-skilled labor almost as a fungible commodity.
The Congress gets it -- there is an understanding that this has to be changed by both Rs and Ds. But in the meantime, it is one of the many unanticipated consequences of ACA, and it may end up being hard to change because of intransigence on one side or the other (currently, the Senate is holding it up; but that could change over time).
