Writing "software which partitions the compute tasks at the granularity of the CPU" is still quite tedious, and is certainly no simpler than writing multithreaded code, IMO.

You are correct, but I think we are talking about a different problem.

Modern applications and operating systems naturally partition code into separate processes. Running multiple processes on multiple CPUs is almost a freebie.

This is a very different problem from a user or compiler attempting to partition a single instruction stream (on any architecture.)
