Bush-Cheney secret meeting about Iraq in the year 2000. "If we win, and Jeb is going to help make sure we do, we need to attack Iraq. Saddam is a pushover now, has huge oilfields, and we can use the war to steal the 2002 midterms so then we can do whatever we want with impunity. Also, the war will jack up oil prices $20 and huge contracts for Halliburton or more so we all win". That's my guess.
