I like you idea and I believe that your correct with assuming even a stock like IO can benefit from small volume spikes. The reason we have seen these levels is due to those spikes that show all that this stock has a positive upside. Also, 21-22 doesn't seem like a stopping point of IO. It should spert to 25 if it goes to your target price range.
