CA WANTS to build a money wasting toy train no one will ridde, but their legal/regulatory system is so toxic they can't even lay a single mile of track.
Basically the court system is forcing the project to identify where its funding will come from and actually obtain the necessary environmental approvals. Up until now, the project was relying on wishful thinking to fulfill those requirements. In other words, they were caught not doing their homework.

Of course, it'll now be up to Sacramento to clear up this red tape by essentially granting the project special exemptions. Because that's the only way liberals can ever get around the mess they themselves helped to create.

In other words, the rules never apply to liberals.
