Weird argument. The Japanese military was ferocious, famous for its discipline, and famous for its cruelty.

The goal of Japan was to conquer the Pacific Rim. Ask the people who lived in Nanking how hapless the Japanese were. Ask the survivors of the Bataan Death March whether "collective guilt for the acts of the sovereign" is what was at stake.
