Answer - No.

A fair and simple tax code, with much of the loophole-derived complexity removed and nominal rates lowered... would provide all the 'incentive' that business would need.

(That, and fiscal sanity in Washington, expressed over the longer horizon but implemented in a steady, observable, dependable manner.)
