It is Bush-Cheney assigning blame for their failures and trying to assure the likely voters of Nov 2006 that they can look forward to a better future in the lame duck years of his Presidency.

Bush is also sabre rattling on Iran so as to take the eyes of the world from his Iraqi failures. He knows pretty well that he will not get the approval of the US Congress to attack Iran. Hence he continues to make a stupid argument that he intends to attack Iran.

The people of this country including the generals will not go along with his plan to open another front in Iran as long as the Iraqi and Afghanistan fronts remain open.
