Either... not the will, or else not a sensible plan (too wound-up in 'something for nothing' neo-con fantasies to pay the piper), or else not the guts to push for true tax reform, a rational national energy policy to decrease our reliance upon energy from unfriendly foreigners, (or even an Iraq occupation policy rooted in reality....)

Either way, they fumbled the opportunities away.
