Problem is, checking at the ports does little for security. Once the bomb is on the dock it does little good to know it's there unless you can disarm it before it's detonated. For that matter the bomb could be detonated while still on the ship at the dock, before any inspections are done.

We need a system that inspects cargo at the source, keeps it secure in transit, and then verifies that it hasn't been tampered with on the way.

You're talking big bucks to secure every ship that enters the US. And what about ships that come from an unsecured origin? They would have to be interdicted before they got here. That pretty much means you need a sophisticated method of traffic control on the high seas.

Same goes for trucks entering the US via Mexico or Canada. In fact it would probably be possible to put a bomb in a Winnebago.

If you want to thwart terrorists you have to keep an eye on every mode of attack. There's no doubt that we have squandered resources and misdirected efforts to that end. Just look at the recent shifts in Homeland Security efforts to places that are of the least interest to terrorists. This is the political reality of HLS pork.
