Intel must build multi-$B fabs and they need to update these regularly. If they make a mistake on products or technology, they will lose big time.

Microsoft has no such capital requirements to manufacture products.

On the flip side of this is the argument that it will take a multi-$B bet to effectively compete with Intel, whereas you don't need nearly as much to compete with MSFT. On that basis Intel itself may warrant a higher PE. Just a thought.
