Clinton cut the active duty strength of the Army, Air Force and Navy by 35-39%. He cut the USMC approx 10%.
These cuts included personnel, ships, airplanes, tanks, trucks, weapons and all the other equipment.

That was not enough.

At the same time, he chopped our intelligence agencies by an equal amount. He also banned our most sensitive and productive Human Intelligence gathering techniques. We had to pull or fire thousands of agents who had penetrated deeply into our most serious enemies' military and political apparatus.

John Kerry was a prime mover getting those bills through the senate.
Little John John was still sucking his thumb in those days.
