Does seem to imply that current iPhone users will get preferential treatment (i.e. allowing customers to keep their current EDGE iPhones and/or getting off from current contract). It seems to be good policy, though some current iPhone users may feel they are entitled to this and more (i.e. a free 3G phone or tradeup). Still, I wonder who is picking up the bill for the phone subsidy and giving up existing contract period. Hopefully ATT and Apple had or have come to an agreement. Unfortunately, I think Apple has pretty much given up any claim on revenue sharing both while under contract as well as afterwards. Realistically, the major concession is the after contract revenue, and I hope they received some compensation for that.
