I don't know about any bounce back to prior levels, but I do know that RBOC's have this overzealous need for leverage in negotiations. This could indeed be a ploy by RBOC procurement types (yes, at executive levels) to drive home, what they perceive to be, a point. There have been other European vendors make their entry (splash) into the RBOC market, only to fail and be replaced by the standard players (ie AT&T, Nortel, etc.) I wouldn't disregard Trey's comment.
