Well, according to California limits he was only 2x legal while in Paris he was 3x. When you look at the surveilance footage from the hotel, he appeared as if he was alert and walking normal instead of swaying around which one may think when they hear the 3x Paris driving limits. The probem is that people are scared to say "no" to Dodi's family and their business. Who knows, maybe they whip you if you don't obey. Anyhow, the driver was released from duty earlier in the day. I guess he must of drank up storm. Then, he got called back to duty. Making a bad judgement, he thought he was well enough to come in for work. The rest is history. Cheers, Chi-X hath Spoken!
