Idea: Build a tech portfolio designed to benefit from the attention/obsession with terrorism and threats of terrorism, including bio-terrorism. Having worked for a local government until Sept 2000, I'm reasonably sure that most governments are years, if not decades behind in implementing new info technology. Governments don't respond to competitive pressures and the profit motive - they respond to crisis situations. Now, the threat of terrorism gives them an incentive to obtain up-to-date technology. Companies that provide it should do well, for the intermediate, and possibly the longer term as well.
