I don't know about disbanded -- there are good parts and bad parts.

I look at it more like AT&T's breakup. There were what became the "Baby Bells" (aka RBOCs) which were run-of-the-mill, then there was "Bell Labs", which was exceptional. Bell Labs needed, more than any other element, to have been preserved for posterity and it wasn't, at least not in a meaningful form. The rest of it became a pile of shit (Verizon, AT&T, & Miscellany) who can't even develop a decent website.

There is an element of FBI that is the Labs that seems to continue to function pretty well -- although the backlog can be problematic.

But the rank-and-file in DC are typically bureucratic.

I pretty much believe the nation would be well-served to turn DC into a gigantic musem and send legislators home to offices in their own states. Decentralization would be a great thing for our political class as it rubs off on the worker bees that have to get things done with honesty of purpose.
