..."Microsoft used illegal tactics to push PC makers to buy Office, by charging them on a "per-system" basis that makes it impractical to buy from rivals such as International Business Machines Corp.'s Lotus unit.

In order to install a non-Microsoft software suite, a PC maker "would have to pay for both Office and the competing product," the states charge in their lawsuit."
