The blogger is not blowing smoke! All you have to know is arithmetic to figure out that the reconstruction dollars in Iraq are being largely wasted, essentially feeding a highly inefficient US contractor pork barrel operation. The key reasons for this inefficiency is the untenable security situation for American civilians, their unfamiliarity with the technology infrastructure in Iraq, and their tendency to recommend "the best, latest and most expensive" solutions to justify their huge fees.

Bush has to be very careful about continuing to waste billions this way. It may emerge as a campaign issue at the most inopportune time, and this time he won't have the cover of national security to kill a Congressional investigation, since it's just a matter of dollars.
