Considering the timing, the launch was likely meant as a warning.

Virtually no one - very few people - mention the possibility of a Big War in their discussions. The Russians were very explicit about it. Putin, very publicly, ordered to keep their nukes ready. In the same talk, he discussed Russia’s policy as related to nuke use. As I recall, they will use them if they’re under attack - but there could also be other extremely threatening situations. Don’t recall the details.

I think it’s time for our leadership to tell Zelensky to begin negotiating for real.
