I doubt the Ukrainians allowed the Russians to take their stockpile.
"Allowed" can mean different things. With a deadman's trigger mechanism, it could have been prevented. That it wasn't used turns the situation into a head-scratcher. IDK.

In Afghanistan, there was no excuse. That wasn't a head-scratcher in terms of defining "allowed" - it was intentional. What is unknown to us is the rationale and hidden agenda behind the abandonment.
