Yeah.. just like the Russians suspended all military cooperation agreements, to include Y2K assistance, when we first launched the bombs downrange.

But that didn't last long.

What, IMO, is occurring is that China is making a play for political "relevancy" and using the bombing as an excuse to tweak Uncle Sam's nose and get some political and economic concessions in exchange for making "nice-nice".

They saw how the US and Europe gave Russia an IMF pacifier and now they're a bit jealous. So suspending military exchanges is something that isn't particularly going to hurt us in any manner. It is the Chinese who were gaining knowledge and insight, as well as credibility, from US exchanges. They are basically cutting off their nose to spite their face.

We're seeing a slight play towards a move back to a multi-polar political arena.

Just my opinion.
