Seems you must have *missed* the answer I've already given to you question. So, I'll repeat it for your benefit.

(Again... not knowing personally any of the people directly involved with the decisions in MD....)

I suppose the reasons are:

No doubt because they are either:

A) IGNORANT, or

B) IN THE POCKET of the voting machine industry.

(Judging from the gross level of computer illiteracy that I've seen from *MOST* public election officials --- my vote would be for most of them just being terminally stupid --- easy suckers for swallowing the lies from the machine vendors. Though some of them are also likely corrupt.)
