The legacy will also include failing to even yet face the reality that many of those who left are not coming back, that New Orleans does not have to be the same size it once was, that the environment would benefit from letting some of that low ground be the swamp it once was, that bulldozing the ruble into islands that are above sea level could create a very desirable place that is not so difficult to protect from nature. Alas, no vision, no leadership, no political will to even state reality, let alone try to change things. Meanwhile the already dismal murder rate has doubled.
